After a bit of work I managed to get the email in the outbox to send also. This evening I shut down the laptop completely instead of just restarting it and the emails downloaded. Looking for any suggestions that do not involve any complicated maneuvers with the computer. I did think that the issue had gone away, until today. I have talked to Microsoft a number of times and there has been no permanent solution. Comcast has verified that the setting are correct, and they did work for the laptop until sometime this afternoon. Since I am on my laptop more often than the desktop, I find myself checking the app on my phone to see if there are may new important emails. Sometimes it magically resolves itself on its own.

I actually had Outlook 2016 on the desktop until I bought my laptop. I have Outlook 2019 on my desktop, which is receiving and sending emails. My Outlook 2016, Windows 10 64 bit, has stopped syncing with Comcast.
